The secret bases there are even monitored in the Astral! Let alone all the reptilians and other non-humans. The whole place is just under total lockdown and secrecy. However it is still possible to view the crystal cities, and in the Astral you don't need to go through the secret portals. I you can figure out how to teleport there by focusing on it's frequency you should theoretically be able to make it
