It may be just a weird translation of Japanese.
Here's my take: before a tsunami hits, water retreats. Just like waves at the beach. See gif related.
Maybe the water for such a huge wave will retreat in such a way that all ocean floor connecting these places will be exposed, making it look as if it was all the same land for a moment.
Just my own theory, though.

I assume it's more so that the eruption caused some land to surface rather than the wave itself, based on your image. Although the latter could be true, as well, "pushing land up" could be interpreted as water level rising, or at least I could see it having a deceitful meaning like this.

In the region the megaquake was predicted to happen, there is a lot of volcanic activity, right along various fault lines.

They way this would likely play out in real life is that a pretty major under sea volcano would erupt, forcing the spread of tectonic plates, and the magma output would become the new land.
