um no, that's not how viruses work. maybe you're thinking of some viruses that integrate into human DNA in order to hide from the immune system. the only problem this can cause, besides viral flare ups, is cancer due to the virus integrating itself in a very particular location of the DNA that causes that gene to malfunction. For example, cancers caused by HPV. You may also be referring to on going research of ancient viral DNA in human DNA due to infection of gametes, which is benign except for extremely rare cases apparently.

The only reason why they want high levels of population is for exploitative purposes and they are stuck in this trap of churning out products and constant growth. Its inevitable that it always leads to bursting but they never seem learn.
