Depends on what is meant by "reincarnation".
Options with memory loss or the transition of some parts other than the critical compliance of maintaining the integrity of the individual cannot be considered an option - after all, it will be someone else.
Also, the presence of technologies for recording and transmitting information, regardless of the form, is not something bad, and the implementation can be any convenient.
The bad thing about technology is that, being a tool, they can be used in any direction, monopolized and aimed at oppression, and as a result of their reproducibility with scalability, assuming trade - they will always be with those who have more resources, in our world this is primarily money and power, regardless of any other qualities.
For fantasy worlds, this problem is somewhat less, due to the greater diversity of intelligent species and their abilities, as well as competition from "magic" - where the requirements for personal qualities can complement resources, and the purpose of making a "tool" can be more selectively configured and have a built-in inhibitor against use outside the purpose for which it was created - which we could do here, but do not do due to complexity and cost.

Let's assume perfect reincarnation.
You effectively resurrect "me" into a new human body with all my exact quantum frequencies, soul, etc...
No, I wouldn't want to live in that world unless that technology was replaced by technology that allowed even easier and more authentic communication.
My reason is simple, the issue is simply that people are talking about the wrong things, not that they're talking.
All it takes is proof there's a better way anon.
