First you have to take into account who is writing the text. It can be a divinely inspired text but it is still written by a man. For example, the biblical bans on magic and sorcery come from an author who's known amongst biblical scholars as the "Priestly" author. This author is dictating religious laws for a religious society. This is intended to be legalistic and help structure a theocratic state.

Christians issue with magic is infamous and a large part of the identity of their religion comes from polemics against and the destruction of basically anything that isn't within the direct power of the church.

Muslims are largely concerned with idolatry and so their bone to pick with magic and sorcery are against idolaters, however they make an exception for astrological magicians and star cults. They call these people "Sabians" in the Quran and consider them to worship the same monotheistic God. So basically the exception to the rule is as long as they're not polytheists and have a monotheistic god ruling they are okay to do their rituals and sacrifices.

The institutional Greek and Roman bans have to do with sorcery/goety as in working with evil spirits. The philosophers from these cultures were more concerned with superstition and lust for magic when they talk down on magicians/sorcery, so theyre mainly concerned with folk magic and "black magic" they accept the hieratic arts and there's entire schools of them who were trained and practiced them themselves.

These are largely the only ones who give a shit about practicing magic. Buddhists do magic (vajrayana) but their aversion to using it for material stuff has to do with their desire to get rid of attachment and aversion. Hindus have no problem with magic and pagans don't either.

Christians, especially the orthodox churches, practice a shit ton of magic they'll just never admit it. Even protestants do it by doing faith healing, speaking in tongues, and channeling the holy spirit. (1/2)
