Esoterically your interpretation makes sense with respect to reality. That however would need references where similar symbolism is used in similar context.

The following interpretation would make more sense imo: The snake is wisdom (see kundalini), the eagle blind, rampant male conquest. Mexico is ran over by cartels who exhibit unironic toxic masculinity, shitting on everything for the sake of dominance. This buries all wisdom and knowledge, disabling progress or spirituality.
