Why is there not a 3d modeling program with the exact same controls as forge mode in halo?
Forge mode is unironically the one of the most intuitive control schemes for manipulating objects in a 3d space. It would make 3d modeling much more accessible, at least to casual users.
Tell me why this wouldn’t work.

Because that's how they already work? There's really no extrapolation to be done between pressing a button to rotate an object and grabbing a gizmo.
Only difference is you're not given a toybox of premade assets.
If you're too much of a brainlet to manage it, we're better off.

Well just learn the grip and snaps settings in your favorite software and you have something that is 10x more powerful at your disposal.

In a 3D editor you don't only manipulate objects you actually can build them, there are so many ways to move and align and place items
that don't require you to do a bunch of finicky bullshit like shown here where it takes multiple seconds to place out a single asset.

If you think what is on display in that video is a good way of doing things it's just because you don't know what's available to you.

Forge controls are fine for adding and manipulating prefab models, which is exactly what the video demonstrates. But having to make models from scratch would be hell on earth. I can't imagine having to sculpt or poly model with forge controls. Pass. A better question might be why something like the Unity/Godot/Unreal editors don't have a Forge-style mode for level editing. It especially makes sense for Unity and Unreal where there is a HUGE market of premade models and prefabs. I think there's a argument for it there.

why would you ever want that. forge mode is so clunky compared to actual modeling programs?
the only thing i can see this being used in is game engines. and even then i dont think anyone would use it.

The trade off with hand holdy software is that you can do less, but what you can do you can do more easily. Take, for example, a blank page, you can write/draw whatever you want but its hard to make something good. The same applies to software.

Playing with large premade assets doesn't require the level of manipulation and detail standalone 3d software needs. If Microsoft could profit off people making their game for them then they certainly would. The entire point is to get rid of all of the actual work.

Cobbling together a massive asset library is a huge bulk of the game.
