Most of the people who get to that level has at least 20 years in the game. I don't know what that is from but places like 'treyarch'
that does a lot in that vein looks like they use a lot of scan/photogrammetry which ofc lessen the amount of skills you need to bring to the table
but instead upped the equipment cost and acquisition of props which means you need to be big budget to go there.

But from present day AI will be able to do stuff like this on the cheap soon so arguably nobody will ever benefit from making the journey to get to that level.
It'd be a cool achievement but not much else as it'll be a useless skill as it doesn't scale towards authoring anything of notoriety.

Concept art is and photomashing is pretty easy, that you can learn to a high level in a couple of years.
If it's a fully rigged and textured 3D asset that's where the 20 year window estimate starts being what you can expect to be able to pull it off.

Doing character art start to finish myself to my mind concept art hardly counts towards the effort anymore.
It's the speculative thing you invest a couple of hours into before dumping days to weeks into realizing something you thought warranted actually creating.
