What are some actually good resources that actually focus on the joint-based facial rigging? It seems like everyone avoids it like a plague.

You should try looking for rigged models and study how they work.

I mostly use rigify for my rigs and learned a couple of techniques from picking it apart especially the face. Auto-rig is also a nice one to study and maybe even blenrig.

As long as you don't mind sculpting blend shapes are extremely simple and convenient while joint based setups are powerful but get complex fast. As far as bone based face rig tuts go this is probably one of the most advanced:

you plop the joints where they're supposed to ba, paint weight. The big brain move is how to move them after that. That lizard people movie from like 2001 or w/e invented that ultimate rig even thoguh the movie was bad. You draw motion covers on the fac in the same arrangement as muscles on the face and bind the joints to the motion curves
