Rendering the full animation will take hours, but in such delicate area you probably want to render individual frames to check if they're alright. That's gonna be like 20 seconds.

Normal is a vector that describes light response of a geometry. By default it's perpendicular,
in advanced NPR styles and especially in anime normals are most often manually edited and deviate highly from that.
You can get non-perpendicular normals also automatically by using "shade smooth" instead of "shade flat" or with modifiers like "smooth by angle".

So yeah when I said "adjust normals" in >>1012280 I meant something like true 2d anime production in Blender. You will probably need to render it frame by frame and adjust normals manually between frames (in addition to moving their bones and so on) for it to look good. And even with this, using 3d here is probably still less time consuming than drawing every frame manually like traditional anime production.

You avoid stuff that you can avoid.
The need to artistically break physical rules of lighting and proportions of your models is something where you can't avoid doing manual adjustments.
What you can avoid is redrawing 100% of it from scratch.

It shouldn't take 4 months to create that short length of animation. And if I recall, that artist actually uses grease pencil to draw the smears and other minor details. So it still comes down to drawing to really sell the look.
