How does one try to mimick the style of Mojib-Ribbon in Blender?
While it did use cel shading.
The devs went out of their way to make the outlines on the models textured as if they came from an ink wash painting.
Surprised nobody did a rip of this game's assets yet.

My first idea would be to use the grease pencil with geometry nodes. I am not sure how exactly to set it up tho, because I have never worked with the grease pencil yet. You can take Blenders Movie "Project Gold" as a reference. They used 3D models and applied procedural brush strokes to achieve an oil painted look too. The brushes used in the movie are available in blender 4.3+, I believe.

If you want to use cell shading, you could perhaps apply two layers of geometry nodes. One that is responsible to find the visible outer edge of a model and isolated the mesh as a curve. A d the second layer applies the brush stroke you want.

if i wanted to could I just make a mark on a paper then scan it to my computer then make it into a digital brush like in Photoshop?

If you have Photoshop, or other similar image editing tools, to crop the brush stroke and convert it into a grayscale or black/white image, then it should be possible, I think. But again, I have no experience with the entire grease pencil thing. I have only seen examples on the official blender web and conferences.

This game uses the same strategy that Nintendo did for Mario Strikers Battle League's grunge outlines. The outline is made by extruding the base mesh and culling the faces that face you. Each face is then given a texture.
