I have the idea of using CAD techniques to make an anime girl low poly obj.

Is there a tool where I can send front view, side view, and 2 diagonal slices, to use CAD progress to generate something like a nurbs spherical projection to the drawings.

And the later draw some red lines to more or less sketch the topology of the mesh?

I tried to find a tool that does that but doesn't exist.

Mesh generation from 2d images is already pretty advanced. You could just hand draw the inputs instead of using photo graphs.
But like, the anime head. Its the same head over and over.
