I think this is an example of censorship destroying the author's intent. If her personality was different it might not matter as much. But she's a shy reserved frumpy girl that lacks confidence, and Pop Step is her alter ego that allows her to rebel against that. Pop Step is supposed to be a little shocking, a little lewd, very sexualized, because it lets her explore the polar opposite of her regular personality. It's supposed to be scandalous. That's the point.
In the anime the costume makes you think it's just a disguise. She's wearing a disguise to do street concerts without getting caught. You don't get that what it's really about is her trying to break out of her shell and be the sexy confident provocative person she wishes she was. Pop Step fits in with the vigilantes because she, too, is rebelling against the system in her own way. But due to the costume change in the anime, this rebellion is muted.
