Meowth may think he's all independent and shit, but realistically, who would hire a pokemon that isn't Chansey? Especially one that talks back.
He may be more sentient than Team Rocket's combined brain cell, but he doesn't understand human office politics, and that's why he keeps getting blased off again.

The thing about Jessie, James and Meowth is that they've have multiple opportunities to not just go legit, but be highly successful. They've displayed high proficiency in a number of fields time and time again. They've even been shown to be talented trainers if they actually bothered to put their effort into it. I mean, fuck, they could be insanely successful engineers if they wanted to, just look at all the fucking machines they've put together.

The problem is that every single time they get a taste of success, they decide "Nah, this isn't for me. I'm much happier being a criminal". Which is funny because being criminals is the thing that they're worst at. But it's also what makes them the happiest. They can't stop being incompetent criminals, not because it's all they're good at, but because it's the only thing that gives them any sense of fulfillment. Despite the endless setbacks, the constant failures, the frequent bouts of starvation they endure because they can't even afford the cheapest convenience store junk food, it still makes them happier than being proper, legitimate, successful business owners.

This is why I always find it funny how much people sympathize with them and want them to succeed for once. They succeed all the fucking time, only to grow bored and lose interest.
