Ubel is there to be the author's chaotic upset. She cuts the Death Note in half because she can't imagine NOT cutting a book in half, thus eliminating Light from the fight. She can also cut Goku's hair, and since Goku's power comes from his hair, he would also be significantly limited by this development.

Was this ever outright stated? Either way, Goku breeds with human females so genetically he's close enough to human for it to still work.
