If you were an elite animator, you'd take lots of factors into account when animating. It's common sense. As far as buzzwords go, it's on the tamer side because it's pointing out a thing is bad when it's not good.

The consequences of lazy writing and storyboarding. It's mainly a tv anime problem because tv anime is so wasteful with its runtime, there's tons of dialogue heavy fluff where there's no action to animate that even the animation becomes filler. Also shitty action scenes where instead of coming up with something visually interesting that moves the story forward it's a fucking "battle void" where everyone flails in the air for a while before there's any real development.

I think the issue with using lots of animation frames for random scenes is that they lead to bad incentives.
Unless you are working on a high-budget movie, you won't get those frames for EVERY scene. So you may feel like you need to "make them count" by adding random wobbly motions instead of just sticking to subtle and natural ones. This leads to trash like >>279620631.
The OP webm has a lot more animation frames than most Monogatari scenes, but they're used for a dynamic movement that actually benefits from them.

I don't know how you'd quantify it but it basically boils down to too many unnecessary movements. The example you've replied to is still borderline OK. It will probably look jarring in context since I'd assume the rest of the show doesn't have animation this detailed for menial movements but I never watched the anime so I can't tell.

They have those regulations for TV releases, where there's a limit to the level of changes in color that you can have within a certain timeframe, which is why you'd often have those scenes that are just darker when it airs on TV, but as far as I know BD releases and the like aren't affected by that. No idea if that scene aired on TV or not. It does certainly feel slightly uncomfortable.
