I've always seen the franchise as a wannabe eroge protagonist who's trapped in a battle shonen story. Like the mismatch between the kind of character he is vs the kind of situations he ends up in is a core element of the series.
Battle shonens tending to be relatively sexless despite Isseis desires otherwise add to the goofiness of the whole situation, like he just wants to suck on boobs but 20 new factions suddenly appear and some new over the top power scaling has to take place instead.
