I only started following this after the anime, but it seems even from the beginning the senpai didn't have a chance with Yamada always avoiding him.
There was no typical childhood friend either, seems like the story was always focused in these two.

I feel like them briefly playing with the idea in volume 9 should be interpreted as Norio taking the proverbial gun off the wall that she implicitly placed there when she made Yamada an actress, firing a bullet into the air to show it's full of blanks, and throwing it into the incinerator. She's not going to go there for drama, anyone who thinks otherwise is either trolling or illiterate.

I get that Norio's already sort of handwaved it away, but I think avoiding the topic would neglect an important part of Yamada and Ichikawa's characterization. It obviously bothers him and it's something he has to bring up himself eventually, and with the way the most recent chapters have established his resolve to communicate feelings to her more openly, the topic might actually be touched upon at some point.
