He seems to value people who were good from the start and wants them to succeed, though I still think he was mega harsh with the other Black Bulls given they were never evil, just unmotivated. It did. A bit understandable considering their country lacks a lot of resources, not many of them get to thrive. They're prone to invade other nations but mostly out of desperation, ironically, thanks to Morris and his modifications they got to be stronger, but now he's gone and so are his generals. Mars is probably the strongest mage in the kingdom by now.
