He could have won before Rem was introduced. All L had to do was ask his CIA buddies to abduct Light the minute he suspected Light of being Kira. Light was literally his only real suspect, so might as well just in case, and once the Kira killings stop without Light having had the chance to set up a second Kira, he'd be fucked. But L was too obsessed with "winning" in his own dumb detective way, he treated Kira as a puzzle to solve and not as a threat to eliminate no matter what it takes.
Light should have been doomed the moment he thought it was a good idea to intentionally allow L to know that Kira has access to police information, it made it inevitable that the suspect pool would narrow him down.

the live action had L win by taking advantage of the no duplicity rule. He wrote his own name in the death note and gave himself a 2 week lifespan and baited Light to write his name to prove he's Kira.

It's a self sacrificing move which a narcissist are known to be unable to picture or understand, leading to Light's downfall.

He needed to find the cooperators first to find the real death note which he wouldn't know if L didn't told them.

Only way would be striking a deal with Rem by promising Misa's safety. You can have him check every recording of Light and Misa again to see if Rem shows up now for him to discover their relation.

Even without Rem, L could never win by his own standards because he'd never accept anything short of a 100% perfect victory.
Even if L had managed to pull of Near's gambit with the warehouse and caught Light declaring that he is God and talking to Mikami who's holding the notebook like they're allies, L would just say

Near didn't contact Light directly. He contacted the new L, but he didn't know Light Yagami or that he was L. Watari deleted ALL the data L had gathered about the Kira case before dying. Near only deduces the existence of the Death Note through police reports of Higuchi's arrest.

His biggest mistakes were ever showing his face, and having an irrational fixation about involving Light in the investigation and letting him run around freely. Cross out those and Light is cooked, because he was actually a short-sighted fool with a god complex instead of a genius.

At any point he could've saved his own life by telling Light he has a dead man's switch exposing Light as Kira to the public. Even without definitive 100% proof Light would've been cooked. Instead, the immoral autist actually had a dead man's switch destroying everything he knew.

Honestly, the live action fixed the mistake of killing L in the anime.
That L already wrote his name into the Death Note for a later date, faked his heart attack, and lured Kira into a trap.
