A strong woman is a character who even without physical strength stands for herself with a goal and purpose and this generally bothers male audiences who believe that only male characters should have this role, as the narrative must be directed at them.

Also when writers who intrinsically do not believe in women are forced to write strong female characters, the only thing they can think of is physically strong woman.

Last problem, a woman who has a strong personality, but not physically strong must resort to other methods to assert herself, such as cunning, intelligence, a fair amount of charisma and manipulation. All of which are much harder to write in a credible way while it's easier to make a Girlboss only one competent because everyone else is stupid. And even when they are done well, the woman still risks being seen as a manipulative whore by the male audience.

They do it by allowing their strong characters to have feminine weaknesses behind the scenes. Love interests and other feminine features such as hobbies or inner monologues. Changes of personality once they find thei loved ones and so on.
