I don't remember Kira having a particularly bad 2nd half. The generals were weaker, but the second half wasn't as bad as Kira's first 10 episodes or so overall. I'd say Kira's one of those seasons with a somewhat weak first cour that is overall significantly better after that.
The seasons with noticeably bad second halves are HaCha and HS. There's Max Heart I suppose, but that whole season was consistently bad other than the intro, midseason, and finale episodes, so that doesn't really count.
Most seasons are pretty consistent quality wise. Other exceptions that come to mind is SS taking about a cour to find its stride until Michiru and Kaoru come in, and DP also having a pretty slow start. I'd say I started enjoying it about when the midseason joined and felt it was on a upward trend of quality after that, and most people would agree that the finale arc is abnormally great.
Kimi to Idol is definitely also a season with an inconsistent level of quality since 2nd cour so far has been signifcantly better than the first cour but who knows how the quality will end up trending overall by the time it ends.

Catchphrases are that, they appear every episode or every other episode.
Hirogaru Sky was unusual at the time because the only catchphrase was "it's hero time!" and other vaguely recurring ones like "Wonderhoe~".
Then Wonderful got more abstract because "Wonderful" was supposed to be Iroha's catchphrase, yet many characters said it over the show, it's almost like the catchphrase is a 4th wall break by itself.
Idol simply returns to a more oldschool usage, it's character-specific but it's still more recurring than what HS did.

The first 11 episodes are a solid intro arc. They established the trio dynamic along with Purirun well and made some use of the idol gimmick for a few fun episodes that did make use of the seasons theme. Idol is definitively less of a "wholesome chungus" show compared to HG, but that's a positive in my eyes too, chaotic energy is entertaining.

Kira Kira Precure A La Review 12!

Its the start of a new Cour and we gotta shake up the battles! The shift is actually very fun and Rio is wonderfully creepy.

Summary for the anons that need it: The Strawberry Festival has been such a success for the shop, but so has the appearance of the Precures. Ichika has trouble not blabbering about the Cures. Outside a general observes the Kirakira in people's hearts. Next day Ichika rests on the roof realizing how busy her life is when a mysterious boy appears, turns out its the new transfer student Rio. Rio is the ultimate stud. First its all the girls that fall for him, but when the boys decide to try and trip him up, he ends up saving one in one of the most Fujoshi inducing scenes. Later in class Rio attempts to Rizz up Ichika when one of the girls brings over a design for cupcakes. Ichika invites the girl and Rio over to make the cupcakes. At the shop Aoi and Himari are tripping over such an attractive boy, while Akira and Yukari stare on unimpressed. In the kitchen Rio declines to help saying he knowns nothing, but ends up letting it slip he is quite skilled as he walked Ichika through making icing. The girl and Rio head off alone where Rio tempts the girl into eating a cupcake. In a more creepy scene, Rio attacks the girl stealing the kirakira she just consumed. The girls, hearing the screams, run up to the evil general Julio and the girls switch to Cure form. Julio uses the more powerful kirakira to easily take on the Cures 1v5. Its hard, but Whip uses the knowledge from Rio to whip up a shield of icing to stop Julio's attack, and then the Cures purfy Julio's sword made from the Kirakira. The girls try to figure out what happened in that fight, finding no answers. Next day Rio smiles Menacingly as he passes Ichika on her way in.
