It's considered the biggest and most popular webtoon comic of all time, hyped for it's fights and art. Everything else is the equivelent of wetshit. As for why it's being pushed so hard you have a mix of Korea trying to take away Japan's "soft power" by trying to make people think of their IPs when the word anime is said.
As for the astroturfing it's simply Korean nature. Sajaegi, the act of manipulating charts, votes and other metrics of popularity to appear more popular than you really are, is a term invented as the kpop industry was doing this shit to push their kpop groups everywhere.

Yes, but not popular enough to be number 1. And that's the real issue, Korea and China want to be number 1 in every field and no underhanded trick is too dirty for them.
For instance, anyone can download a torrent over and over again. Anyone can make endless email accounts to force an outcome they want. But anything that requires higher effort, that's hard. The fanart comparison for instance shows that for what is supposedly a massive, colossal hit, it has fuck all fan interaction. The fact that most comments are one word responses(low effort) or clearly copy pasted from somewhere else like the person's reading from a script.
The thing is this isn't the first time. Tower of God and God of Highschool were both pushed heavily as well when they aired and crunchyroll also promoted them in a manner similar to SL.
The very idea of "soft power" is retarded but Korea and China take that shit very seriously for some reason.
