Nah, the Nude chapter is easily in the top 3 of my individual chapters of the manga. The actual trip itself was fantastic too, very atmospheric, would've loved to see their flight animated. Only the fight against Cabirol was kinda meh because Ishida switched to weekly format for some reason and was forced to adjust the pacing.

She is a vastly improved version of that arc.
We're given more reason to care about her because she is established several chapters beforehand and given a very fun personality unlike Shiozaki. It is combined with the investigation, where Tokio showcases his strength against the drug dealers. Her descent into Chaos is one of the most brutal moments in the entire manga, and the Tokio vs Zombie army fight was sick as fuck.
Then the fight itself gives extra characterization to the main cast. It finally forces all 3 to work together again. And it ends with a showdown against Batista and insanely cool flight segment.
Really, that was a masterpiece of an arc.

Literal cannibals with superhuman powers, most of whom treat regular Humans as if we were livestock, and you expect me to sympathise with them?

And why the FUCK does Kaneki actually JOIN the side of the ghouls??? When it was a ghoul who turned him into a ghoul, it was a ghoul who befriended him only to trick him into participating in a hopeless gladiatorial death match with the aim of eating his corpse afterwards. it was a ghoul who tortured him to the point of insanity. And then in season 3 Kaneki ACTUALLY befriends ghoul who was obsessed with eating him, and he even holds a wedding with his little band of ghoul serial killers. Kaneki went from “both Humans and Ghouls need to make peace” to “I must liberate my fellow oppressed ghouls!”

I think we have enough. Ishida managed to sneak a lot of interactions even into the combat focused Tower arc, especially for Tokio. And before the Tower arc we had a sol arc that was mostly used to establish relationships between different members of the cast.
As for non-seriousness, even a fight against god-damned Batista is goofy as all shit.
