I'd say that both of them are still in a rough state. They're technically at a level where they can fight other Emperors, but it takes too much out of them. With the exception of Buggy, every other Emperor, past and present, has more endurance than either of them. If they didn't have others supporting them, they would have gotten killed by Kaidou.
