On retrospect, that's probably a part of S1 that feels strange to someone watching it after it finished airing. Chii and Tsumugi's relationship was established early on outside of the anime via the himitsu's and info available on the Arcade that would further develop their relationship every update. From these, you saw Chii's feelings towards Tsumugi go from that of a mentor to having a complicated mix of (good?) friendship but also frustration and inadequacy. So, when the anime got to the point where their relationship became a central narrative point, it seems to assume that the watcher had knowledge of their relationship developments from outside the show - which is fine for those who watched it as it aired, but isn't really an option for people watching it afterwards.

Besides those already mentioned, most notable /ai/-adjacent to me is Idol Tenshi Youkoso Youko, which is a little girl idol show from 1990 (I'm actually kinda working on it but I'm lazy).
There's also Cookin' Idol Ai! Mai! Main!, but it doesn't seem to be worth translating so I get it.
Then Fushigiboshi no Futagohime S2 and Kasumi S2-S3 (both have the character designer of Doremi) doesn't have subs either.
Also, most (all?) pre-Minky Momo majokko shows don't have subs despite having raws, and Minky Momo itself didn't have them until very recently somehow.
There's also Mahou no Angel Sweet Mint which has seemingly been abandoned by Stardust.

The extremely lopsided amount of focus in the first season is definitely a strange aspect of it, if you aren’t Himari or Chii you really didn’t get much of a chance to develop or have the spotlight. However, from the episodes we have so far in S2 it seems like that has been changed, with some of the secondary characters getting multi-episode arcs already. Bodes well for the kawaii Chii fan doggie!
