Well... It matters to different people. People who still live with their parents, those abandoned, those who have lost them. The Straw Hats is a collection of people who have troubled lives and live with the acceptance of these troubles and the love the others give them. Even Zoro is worried enough about Sanji that he eavesdrops and says 'I will kick you' when Luffy points it out.
But look to Judge and you see the exact same expectations and wants that Sabo suffered from. Families in One Piece are something normal you see, but the Nobility of some places hold it higher then others. Wapol's father was a good man, but his son became spoiled. Sabo's parents wanted him only to continue the family name and bloodline and had adopted a replacement to act in his stead for being a failure. The Celestial Dragons hold the importance of their genealogy to the utmost importance. But rarely would we think that is normal parent behavior because most of the readers would still have at least one loving parent that wants the most... which makes the found family concept more interesting for us because it's an avenue many of us don't know.
Normal family behavior of atleast wanting to love your parents and siblings is something inherit to us to understand that Oda doesn't need to explain it. But he does give a contrast with the Charloettes. Because you got one BIG (bad) MOM who has refused to grow up and has only grown wiser and crueler without the need to act responsible. Mother Caramel groomed that behavior, Struessen groomed that behavior and her kids were forced to enable it. She loves her kids, but only when they respect and obey their mother. It's why Katakuri has to step up to be the father figure and never lay on his back or show weakness. The siblings all attempt that same basic 'love your family' dynamic, but it's crossed with the issue of self-interest + survival because their mother WILL actually kill them.
