The problem with the shinobi system is that relies on centralized power without nearly the degree of centralization you need with literal walking nuke people. The villages must be destroyed but more so than that must the people be united under one figure.

I'm not saying Sasuke had the right idea, frankly I have no fucking idea where in his retarded line of thought concluded his clan being massacred meant he needed to become an eternal dictator, but his solution was close, albeit still being flawed because he's retarded.
