Trans want others to accept them as literally female. They do not see a difference between sex and gender. Your gender is your sex, not the other way around. What specific efforts you put in to make others see you as female is irrelevant.
Cross dressers want to experience life as the opposite gender but do not care about whether they are seen as a different sex. To themselves, they are male and they are perfectly happy with that. Having others refer to you as female without knowing you are male makes you a trap. Having others refer to you as female while knowing that you are male makes you a princess.
One more important difference: Altering one’s body with the exception of maybe earrings is completely out of the question.

No, there's a ftm in the manga already that the manga very clearly defines as trans with her on hormones and everyone using he/him for her.
Nobody ever uses she/her for hibari and hibari is not on hormones.

Even in the post wrap up commentary from the author he refers to hibari as a guy and the ftm as a guy.
So if Hibari was meant to be trans the author would've called hibari a girl.
