It has good animation with a good initial setup but is empty story wise or purpose. This means that it takes longer than usual for anons to realize that it's a big waste of time so it's a bit of an anime troll. There's plenty of non-Jump titles that have reached mass mainstream popularity. Shueisha has the best marketing machine, so it's slightly easier to reach that level from Jump, but it's hardly impossible to do it without them.
Frieren's popularity is actually easy to explain. It has Bocchi's director, Madhouse as the studio with an actual budget, and a medieval fantasy setting (always a crowd pleaser for normalfags). It's one of those series that's been elevated a ton by its anime adaptation since the manga's art is serviceable at best and it's constantly on hiatus.
