I'm not really well versed in the matter but I think there are two scenarios to consider.
1. Hackpei holds the rights to adapt Sloth IF or any SS, then being the petty faggot that he is, he must have pushed back on them. Now the chances for any side content adaptation are close to 0 cause the series is long past its prime. Thats why you had 2 back to back OVAs before 2020 and none after.
2. Kadokawa holds the rights, then they missed out on the easiest money ever. That would have been the worst financial decision from them. Retards if true.

Dont really know too much about it cause I dont play gacha games and only see the announcement posts on twitter. But from what I have seen, Rem usually has better stats or sometimes lower gacha rates. Emilia, on the other hand, usually has pretty good designs. They are playing into each girl's strong point. But then again, they could make so much more money if Rem also has better designs on top of rates and stuff.
It also depends on the games. Knives Out, (a mobile PUBG game) one of the most recent rezero collabs in Japan had a dedicated Rem gun skin gacha banner and a Rem+Ram character skins combo that had a lower rate than Emilia's.
In another game, only one character could appear and it was Emilia.
But sadly, the biggest one last year, Nikke, had too much focus on Emilia. If you know, you know. Someone else can explain it to the ones in the dark if you want.

We pretty much know exactly what Al is at this point. What we don't know is exactly went down with "Flugel" (original Subaru) and Satella, we don't know why Emilia, an uncorrupted duplicate of Satella, exists, and we don't know what Subaru is headed for or how Pandora's Witch Cult factors in.
Maybe the biggest mystery is the fact that Subaru and Emilia, who are basically a "Flugel" free of guilt and a Satella free of corruption, are around like someone's dearest wish for a better end for those two. There are reasons why Subaru is there, but why Emilia?

He's trying to use Unseen Hand 1-1 with a superficial name change. The effect of authorities change to suit their user, so this is him artificially gimping himself out of ignorance. It's also why trying to use it like Geuse fucks him up for so small an effect compared to Greed's smooth sailing.
He would never even consider using Greed how Regulus did, which opened up the possibility in his mind of using it another way. His much more Subaru-esque use of Greed now is the result, and while it's not as strong as Regulus's, it's very strong, with the infinitely overwhelming upside that it doesn't turn him insane.
Logically, as soon as Subaru gets enough downtime and emotional recovery done to start planning and thinking again, he should be reevaluating what he did with Sloth, but this also depends on Hackei's plans. If he doesn't want Subaru to get a power spike until a later point, he'll contrive a stupid reason for Subaru to not be making Sloth into his fourth actually powerful tool (after RbD, Betty and Greed).
To be fair to Hackei it is hard to keep Subaru an underdog if you give him too many strong tools. RbD defines the story so it gets a pass, it's easy to asspull convenient reasons why Betty is lacking mana or separated from Subaru and Greed doesn't help him when he's figuring stuff out alone. New authorities need to be very conditional or it's hard to maintain Subaru's bug-like frailty.
