Chiaki Konaka, both Texhnolyze and Lain are some of the best anime ever made, and that's not counting Ghost Hound and Tamers and Despera which should be in the same league as the former two. Also Ikuhara but I don't know how much of the writing he actually does himself and to what extent he collaborates.
