It's quite a common thing in Japanese history. Emperors did it because the position of emperor came with so many ritual duties and taboos, possibly specifically designed to handicap the emperor so his councilors/regents could govern as they please, that it was easier for emperors to wield influence once retired. And the Tokugawa did it, starting with Tokugawa Ieyasu himself who technically retired a few years after unifying the country, a good ten years before his death, but kept ruling all that time.

Kuroki, I love ya but... That is the worst outfit in the series so far. The small but high-contrast 'pattern' on the kimono is bad enough on its own, but underneath a solid light kamishimo it looks even worse. if you are going for garish you need to commit with the whole ensemble.
