That's the entire point, it isn't a grand scheme or grudge or caper or mystery of any kind. Some asshole was late to work and almost killed someone driving recklessly, he then abused his access to surveillance to cover it up. It was something totally normal and meaningless that would have just blown over if Kobato didn't start playing detective. We even get that scene where he over-speculates about the man he met with having been the driver because he's reading into the situation as a "case" instead of realizing that sometimes just telling a dad what you found out will ruin a family.

The story tricks the audience in the same way where you might get so fixated on a perfect answer that you don't realize a personal drama is the obvious reason people are behaving strangely.
