At least in the original series its a means for the slice of life character plots. In Clear Card it's literally just the main focus. An old Sakura episode, they'd be cooking to have Sakura interact with Yukito and Kero. In Clear Card, Sakura is cooking...because Rika gave her a recipe and she wants to cook. That's it. That's the plot of the whole episode.
