It's about the punchline. If something goes amongst the lines of:

Then that's the moment to capitalize on it.

But begging for every moment to be comedy or filled with nonsense banter makes it dull in return.

Which Disney cartoons are you watching? It's much more of a Looney Tunes/Tom and Jerry thing, something the japanese animation industry isn't shy about their love of.

Obviously I love comedy but a bad example is probably the Hellsing OVAs where the comedy is super wacky and cartoonish to contrast the absolute edgefest going on. It lacks subtly and charm.
