Comedy gags are the soul of anime.

It's about the punchline. If something goes amongst the lines of:

Then that's the moment to capitalize on it.
But begging for every moment to be comedy or filled with nonsense banter makes it dull in return.

Obviously I love comedy but a bad example is probably the Hellsing OVAs where the comedy is super wacky and cartoonish to contrast the absolute edgefest going on. It lacks subtly and charm.
