Most anime shows now get "tolerable enough" official speedsubs but some people do bother making oldschool fan-tl with karaoke and all that shit if they really like the series, and just ignore the existence of official subs.
Manga release culture was always about exclusivity, claims, sniping etc faggotry and pretending that if there is no official english release than scanlate is somehow legal. That's big part of why official translators see no competition and do whatever they want.
