Rias and Akeno may have bigger tits and they're definitely hot. I just think Xenovia is hotter than both of em. They're a solid second and third place though.

Half the girls in "Huge" and "Oversized" look to be the exact same proportionally, like picrel. Also IIRC that "100cm" is just totally bogus and something listed in the anime only. At her height she should definitely be at least 110cm.
