If Sandro was a regular writer, this clearly would be the end for Shen one way or another. He's served a role as motivation/instructor to make a bunch of others stronger, he's set the scene for the endgame, but any kind of threat or stakes from him has been neutered, so he's a joke as far as a final "villain" goes. So "logically" speaking, he needs to be replaced by someone who actually poses a threat.
So after all the stuff about Luohan actually being some huge threat, and this "aberrant anomaly" hinted at being related to past Shens who were psychos or tyrants, he should manage to overcome and kill Shen here now that the latter has been made into a "good guy", so he can be an actual villainous figure.
OR Luohan or Shen wins, only to have Tiger Niko seize the opportunity to become that himself by backstabbing them both to show that humans can kill "gods" like Shen, and give us a much more down to earth and personal final showdown with him and Ohma.
But Sandro is not a normal or good writer. All of that also applied to Eddie and Fei. Killing Eddie there flew in the face of good writing conventions, he should have humbled Raian and left in order to set himself up as his final opponent later in a rematch. But Sandro doesn't care about things like that, he only cares about making his favorite action figures look cool, and Shen is one of those.

I remember people coping that Eddie's jobber lingo and merciful antics meant nothing.

The last page of any of his chapters is designed purely to spark discussion and drive up metrics. And of course to entice people to keep on reading to see what happens. He always does this. Because he's gonna do whatever the fuck he wants next week (or, rather, in a few hours) anyway. Shen actually stated the opposite. That he wanted to fight Luohan in the past and now he isn't interested in him anymore. The reason he visited was to 'threaten' him to not touch the kenganvengers, which Luohan didn't plan to and never once expressed an interested in.

On the other side, you have a guy who plotted and schemed in the shadows for decades to ask Shen to hand over his memories which he did immediately without any inhibition.
He is currently learning the memories, is not finished yet, and is still growing stronger. He is under no time pressure whatsoever and has no incentive to start a fight now. Since Shens whole goal is he wants to fight it's unlikely he'd ever have a problem getting an opportunity to later on.

Tiger Niko can sense something happened or should have happened in the two-year timeskip, but he doesn't know what and he knows he probably shouldn't even be alive anymore. Realistically, the inheritance of Wu Hei is probably incredibly scuffed and somewhere, probably in multiple places, along the line of huisheng did someone decided they'd just huisheng the next person as themselves LARPing as Wu Hei to keep up the act. It's likely a status thing more than anything. The leader of the West Wu seems to always be Wu Hei's stand-in, so maintaining that you're Wu Hei means you get to be in charge. I never doubted that huisheng was less ironclad than it was made out to be. It's basically just a form of hypnosis with dubious results that are only as effective as the victim is willing to receive it. Eddie probably just decided to keep certain parts of Wu Hei's "inheritance" while maintaining a distinct sense of self. Alan was the closest to the parts of Wu Hei that Eddie received, but Eddie passed on his original self (as far as he knows it to be) to Gilbert.
In a way, Nicolas and Jean Luc were essentially a slapdash version of huisheng that occurred on the spot as the result of a mental breakdown.
