If you are talking about MAL you are looking at the wrong numbers, thing is that there is no way to watch this "normally" so the amount of people watching it is too low, now you need to consider:
1. The big majority of people rate things based on how others do so too, is a monkey see monkey situation.
2. The big majority of people judge an entire show based on the first episode, and the first episode of this show filtered almost everyone.
If you combine all these elements, you should be glad this isn't below a 5/10.
