Well, I think that was a reasonable impression, the initial episodes weren't very indicative of the type of show it ended up being. Himari's character arc didn't really start until after the first Grand Prix, Chii only had a few moments until halfway through the show, and the only really effective emotional relationship drama (imo...) in the first 20 episodes was the Mii netorilu arc and the isolated Aismirin episode. Comparing the first part of S1 to the first part here of S2 is an extraordinarily stark difference, really.
