Why is the fairy guy returning for the movie? This is beginning to look like a very loose adaption, only taking the third act and a couple of scenes from the first two from the manga.

I definitely will, without a doubt. It sounds gay, but Dragon Maid's one of my favorite franchises, so I can't miss it. From what I've read, the film is receiving great reviews, praising its animation, voice acting, and general emotional tension.

That's for sure. The one negative review I've seen complains that a drawn-out plot of harmony was unnecessarily long and boring. Some shots, such as side-scrolling animation, weren’t up to the usual KyoAni quality. I'll keep that in mind when watching the film. Another review reports that despite not being overtly depicted, Tohru and Kobayashi have subtle hints of yuri scattered throughout the story. That makes me happy.

But they didn't even need one. Harmony's only role in this story is to be one of the two armies of unnamed dragons that Azad is manipulating. Even Elma only really exists in the arc to offer Kanna an alternative to the Chaos faction then beat up a bunch of dragons in the third act. Kyoani have made the movie difficult for themselves by writing so much original stuff.

If I finally get into this series, is this going to be one of those self-explanatory stand alone movies that makes a good jump on point, or would I need to watch the series/read the manga first?

It apparently does work as a standalone movie but you’ve got plenty of time to watch the anime first unless you’re going to watch it in Japan. You won’t need to read any of the manga beforehand.
