That's more editing things unnecessarily for the blu-ray.
But still, it depends. Anime made on film can look pretty good, but digipaint anime made before HD became standard looks like dogshit when upscaled.

There's a few notable 00's shows that were recomposited for BD like Ergo Proxy, Gurren Lagann, Working S1, Kannagi and Elfen Lied for a significant visual improvement, but it's a pretty rare process compared to just shipping a shitty upscale.

TV was incredibly off model and aesthetically incongruent with the scene, as usual.
The TV anime version for all Shaft anime are basically unfinished releases.
