Simon saw what the absolute limit of recklessness (kamina) and cautiousness (Rossiu/Lordgenome/Anti-Spiral) can do and how harmful it is to lean on one side so blindly.
Kamina realized too late how his reckless behavior lead to his own death, mirrored further by Simon realizing that unchecked abuse of spiral power will inevitably lead to death of all living beings. Rossiu's village is a smaller scale version of Lordgenome's control over Earth which is also a smaller scale version of Anti-Spiral's doninion over all sentient lifeforms.
Simon relinquishing his authority and power to those more capable is him leading by example. He knows death is inescapable, but living a life under the constant fear of death is also not really living either. Simon probably knows that the Spiral Nemesis is an inevitability, but chooses to keep that truth to himself in order to allow everyone else to embrace the hope that it can be stopped, much in the same way Kamina kept up a facade and placed his blind faith in Simon, even when the odds were stacked against them.

Its a fairly adult message for such a goofy show. Strive for change and to make things better for yourself/your loved ones, but you also need to know when to stop, when continuing forward will only start to hurt others and/or cause damaging consequences over time.

It was hard to take Kamina seriously, or the show, seriously after he got killed by a fucking monkey person. Basically, nothing at all mattered in the show, everything was plot-induced rule-of-cool and anyone succeeded only insofar as the screenplay let them.

Right, that's what the Spiral Nemesis is, anon. They literally address the idea that reckless evolution with no thought of any kind is a bad idea. Simon defeated the Anti-Spiral not because he embraced endless evolution in its purest form, but because he embraced the responsibility of evolving while being conscious of the world around him and not conversely falling into the despair Lordgenome gave into. He resolved not to abuse Spiral Power to resurrect the dead, which would have resulted in a truly rapidly overflowing world, and universe as more spiral beings awaken to that power in turn.

It's a message about all life working together to NOT be as irresponsible as you're claiming, while still thriving and enjoying life, and not living under the tyrannical thumb of Jiha village's leader, or gunmen, or Lordgenome, or the Anti-Spiral, or anyone else for that matter.

If you believe in yourself and others you believe who also believe you you can make the impossible possible but there will possibly be possible sacfices along the way in order to possibly do so.
