Show that INSCOM wanted Axel (and the only surviving prison experiment doctor) dead + possibly expand on Axel's backstory. Though I don't the show outright states that Axel was a part of the Hundun project; he might as well just have some specific knowledge on some Chinese myth, and have absolutely no connection to the Hundun project (which could be plausible since the Chink assassin killed everyone in his assassin class as well as the Chinese government guy, and Axel also didn't know what the assassin was talking about when he commented on Axel's necklace in episode 12).
The only people in the show to have knowledge on mythology and shit was the black guy and the woman in charge of Lazarus, and they only knew about Biblical shit and not Chinese shit. If Axel has zero connections to the Hundun project, it'd be pretty sloppy of the show to not establish Axel having knowledge of Chinese folklore. If Axel was connected to the Hundun project, then the show barely showed anything other than Axel answering the assassin's question.

Wish we didn't have that bizarre assassin and hundun plot. Still don't know how that tied with Axel. I loved the vibes of this almost post-apocalyptic future but I really wish it were 24 episodes or even 16 episodes. A backstory movie, light novel or manga would be really nice. Really really bad writing. They must have ran out of time.

There was hardly anything to emotionally attach to with this show, which is surprising because Watanabe is usually good with characters so I'm actually starting to wonder if Keiko Nobumoto cancelled out a lot of his worse impulses.

I read an interview recently with Watanabe where he said that Nobumoto insisted on having Punch from Big Shot show up at the airport to pick his mother up after his show got cancelled. She's worried about him and he reassures her he'll be fine and that he can take care of her because he'll get another job soon. That's honestly one of my favorite small scenes in Bebop and it's funny that Watanabe didn't even want it to be there and only relented when she wrote the scene after pitching it. Makes me wonder what things she could have saved if she had been around for Lazarus.

The absolutely worst part of this show that no one mentions because everything else is just so bad are the multiple red herrings thrown around that are completely forgotten a minute after they are mentionned.
I remember vividly a passage about doug talking to Axel that he thinks Elaina's is hiding something from them and might be at the head of the operation, never expanded upon.
The relationship between blonde twink and blonde nee-san is also really ambigueous early on accentuated by the fact they casted the Uchida siblings to do their voices. At the start she's taking the piss of him not wanting to go to school, they are never shown to be this close ever again.
Assassin guy having a split personality isn't developped further than well he has a split personality. Funnily enough, the steak eater side of him disappear right before they reveal he was a schizo, from that point we only see the assassin version, we have no idea what even made him a schizo in the first place.
What I found the most retarded is all the shenanigans the characters have done that were supposed to relate to Skinner in way or another aren't brought up back at all, like the philantrope buying of all the sinking islands, Skinner just dies in 2 minutes.

I'm sure the writing crew were convinced the audience would get Skinner's motivation from the whole show so they didn't went the route of giving him a climatic dialogue explaining himself but what they didn't realized is what the entire cast did the whole story was doing conjectures of Skinner's true motive and because the end reveal that they are all pure fucking retards who never mentionned the fact they were all together during the airport incident involving skinner and also that Doug is a blind mf who couldn't recognize the guy from a meter away. More episodes or less subplots. Since "more episodes" is out of the hands of the writers, here's what I would've done. I'll try to preserve the overall message/story of the anime as best as I can
First, no 30 day limit. Make the deadline something vague like "a few months". This removes the need to have every episode feel like it should be 100% about Skinner, since there's no ticking clock. Second, almost fully gut the US inter-agency nonsense. I get that it has to be there so that Skinner is a good boy who dindu nuffin, but it's a huge waste of time. I like the idea of making the assassin some gov't drone and gutting that plotline. With all this time saved, spend it on making the members of Lazarus feel real and feel like they're actually getting along. Since we don't have to get closer to Skinner every episode, we can spend a few purely on the characters. Also, fully gut everyone being at the airport at the same time. What was even the relevance of that, again? I get that it let Elaina overcome her Hapna symptoms, but given that they found Skinner and the cure the next day, what did it matter?
So, the overall structure would be as follows. Episode 1 is mostly the same, after that, we get a bunch of character development from episodes 2-8. Starting in 9, the cast starts to close in on Skinner and here we get hints of the whole "the government is evil" portion.

Lazarus isn't as bad as let's say, the average isekaislop created by the hundredth with lackluster production airing each seasons, but as you said yes it is suffering from the huge production and names attached to it.
In a vacuum everyone would agree the biggest issue is the script and dialogues, plot in itself works, charadesigns are decent, background art is sublime, animation quality range from average to interesting, it's an action show and most of its fights I found uncompelling but I cannot deny they had good choreography, pacing and visual ideas.
The script and dialogue are just so bad and Watanabe is so far in his own ass with the constant self referencing that for me Lazarus is a way more annoying as a concept than any random isekaislop.
If you like Champloo and Bebop (I do), it's even more unbearable, I've just witnessed one of the great names of the industry shit on his own legacy like never before. Zankyou had issues but it was never self plagiarizing and never has dumb as Lazarus, Carole&Tuesday was painfully boring but at least it was coherent within his career and deep love of western music.
When I look at Kon's profile on MAL I'm like, "damn perfect blue, paprika, paranoia agent, millenium actress, memories, what a flawless fucking career a tragic passing". When we'll look at Watanabe's page after his passing we'll scroll up pure fucking kino like Dandy and notice "oh yeah he made Lazarus, that was terrible".

I was expecting the ending to be lame, but this is something else. Putting aside the complete joke that they found Skinner in the beginning of the show and just didn't recognize him, when they finally find him again he just...gives them the vaccine like he said he would. And dies. And everyone is saved. Roll credits. It's the most anticlimactic ending you could possibly imagine. They didn't even try to do anything at all to make the ending interesting. This show's writing has such a bizarre dichotomy in how they tease and then forget about a dozen different subplots but then put absolutely no effort into making the main plot even the slightest bit interesting. k so i just finished it and i give it a 6/10
it was watchable because the animation was nice
but the story had a lot of holes in it. it definitely doesn’t make any sense from a pharmacological or logistics standpoint. the character development was underwhelming. the globohomo influence was annoying. they paired the cute hacker with the nogger in the end and turned the white boy into a tranny. overall was a try hard midwit show but at least it was pretty. sad legacy for the screenwriter bitch who died.
