I don't think the problem with the whole story is that it sucks, but that it doesn't make sense.
It is basically is yet another Suicide Squad parody. Once again the main characters save the world and the world remains a piece of shit.
A whole bunch of pointless subplots and a boring main story.
The fight between the MC and the assassin in episode 13 had no value at all and was just a 9/11 reenactment drama designed to show off the action scenes.

8/10, but that's because I love the John Woo movies.

The only thing that dragged it down was the dialogue in the dub. It wasn't terrible, just extremely average and devoid of personality. It felt like everyone was an American who didn't take their setting seriously.

The plot was neat since I am a sucker for spy-fi shit like Kingsman, John Wick, James Bourne, and James Bond. I really liked the Christian allegory in it since shows are either extremely cynical or preachy about it nowadays.

It's underbaked, I feel disappointment but I can't hate it or call it the worst show of the season (mainly because of Guilty Gear dual rulers) outside how I feel burned over the names involved. I don't feel anything strong towards it.
I'm not even too sure if having 2 cours would've salvaged the meandering focus with the skinner hunt, the fed conspiracy with super soldiers, the mutations, the character backstories and the general state of the world.
It's forgettable at best and I'll only remember it when someone is talking about Watanabe and I'll go

Lycoris Recoil and Noir were average but I liked it because they had gunfu.

Mecha like Zeta Gundam has better plot, politics, and character writing than military/spy-fiction anime, but I don't like the like the action scenes at all. In addition to having reused animation, the mechs and backgrounds just pan while there are single frame beams. I appreciate what they were able to do with limited animation back then though, you wouldn't notice these at all unless if you did it yourself.

Plot 3/10, very poor, it was trying to be an anime with a solid through line, that said something, but also want to be a wacky zany, fun adventure. It stretched itself thin and really did not manage to be anything it was looking to be, in my opinion.
Most of the side plots added nothing, the plot felt completely weightless, as nobody seems to give a fuck that the world will be ending very soon.

It was a legit a 3-4/10 show, if not even lower considering the expectations and heavy names attached to it. Absolute dogshite script from top to bottom that relied too heavily on the kind of astronomically low coincidences that beginner writers are told to avoid on a fucking summer course at your local community college. Had easily the potential to be anime of the year. It had great ideas yet they got none of them working. The premise was great, yet they did the most generic ending with it that they could've done. All the fight sequences were better than sex, thats it. Best OST of the year though.
