It's like the author looked at the slew of visually samey idol-adjacent girl band anime, and decided to poke fun at them by making Detroit Metal City with that aesthetic. It's pure satire - the usual mild yuri undertones are cranked up to eleven with the girls practically banging each other on stage, the sparkly and dreamy performances are replaced with sweat and rage, and any sort of shame or idol appeal flies out the window at the earliest convenience, everyone is as foul-mouthed and crazy as they can be. This anime won't make you buy a guitar, because it's not selling a fantasy like Bocchi and such, they're laughing at it. And that's refreshing, I can see why it became popular.
