It's /co/ rather than /a/, but I think that by porn tags alone you could make the argument that Gwen is *at least* an honorary loli, right? Her design was hot enough that they practically went out of their way to de-lolify her in the sequel series. By age she's "hebe" rather than "pedo," but if you asked like 90% of the perverts who actually draw loli whether Gwen is a "loli," they'd totally say yes. You can find pictures of Gwen past the "crossover" tags in which she's paired with characters who are unquestionably "loli." Pictures of Gwen that were not previously visible will suddenly become visible if you enable the visibility of loli. Artists who draw pics under the "loli" tag draw pictures of Gwen. Lolicons like Gwen, ergo Gwen is a loli. (I feel like Penny Gadget and Jade Chan are similar cases of /co/ lolis)
And she has boobs! Granted, they're not gigantic tits, but they did actually draw her chest with little slopes rather than making her totally flat. She has breasts on-par with what you'd expect to see in, say, Ken Sugimori's art style (or in real life, frankly:) nonzero, but also not huge enough that you'd think she's something other than a kid. Might be part of the Ben 10 artstyle and that era of DC cartoons being purposefully animesque.
Bringing it back to Japanese /a/nime, though, May/Haruka from Pokemon and Riko from Made In Abyss each have boobs. May in particular basically had half of Advance's budget spent on shading her boobs. Does that make them not lolis? I would say they are ICONIC lolis.
