Anime is Japanese. Japanese artists draw from their life experiences when creating stories. Few Japanese people have experienced living in the Middle East or interacting with Muslims, so they're underrepresented in Japanese animation. It's that simple.

I don't care for the hijab, but I wouldn't mind more Middle Eastern girls in anime (Muslim or otherwise). The token foreign exchange student in CGDCT is almost always European, but I don't see why she shouldn't be a gulf Arab girl from a rich family.
