Why are anime fighting scenes now complete gibberish now? There's so much happening on screen with so much effects. It's like jingling keys in front of a toddler. Every time I watching these fight scenes, I either fall asleep or feel too overstimulated and skip it. This goes the same for overuse of loud music.

What happened to having an atmosphere?

I know you posted that clip as a gotcha moment, saying "look at how goody this old shit looks", but there's more inventive stuff going on in a single episode than most anime could come up with in an entire series
The use of real life models for burning down a boat, modified stock footage, just photos of real life steel added on top of blades, cutting open the cells to make strage light effect, the whole noir aesthetic mixed with crazy visuals, the over the top fight scenes where anything can happen
It's a masterpiece

I think this scene was intentionally chaotic to make it feel claustrophobic and like more is happening on screen than there really is. I've seen this specific scene used as an example for bad choreography/camera work, when it's just not a good fit for it. It still looks bad, but not in the way OP is saying. There are so many better examples you could give from animators who have just lost the fucking plot and don't even know what they are doing looks retarded. Solo Leveling and JJK are filled with that garbage.

This fight sucks, sure, but the character is still moving quite a bit and that takes a lot of effort to draw. Now imagine you have to draw 2 characters moving just as much AND they have to react off each other. Who has time for all that? No, you just enjoy this light show. Oooh look, it's sparkly!

The problem with this is there's no strong idea of what the scene is, there's no starting template. The process involves a half dozen people engaging in iterative design. And directorial oversight is minimal. Too many cooks makes slop. No unifying vision.
